Institutional Policies and Procedures
The Office of Research Integrity (ORI) oversees how institutions address allegations of research misconduct involving Public Health Service funding for biomedical or behavioral research, training, or related activities and has the authority to review institutional policies and procedures as part of its oversight responsibilities (42 CFR § 93.400(c)).
ORI reviews an institution’s policies and procedures for addressing research misconduct allegations to confirm they meet the requirements of 42 CFR Part 93 Public Health Service Policies on Research Misconduct. In addition to receiving policies as part of the assurance process, ORI may request a policy for review at any time, including when:
- ORI refers an allegation to the institution,
- The institution missed providing their policy in its submission of the Annual Report on Possible Research Misconduct (PHS-6349), or
- ORI selects the institution as part of a routine review.
After completing its review, ORI will notify the institution of the results.
Institutions are responsible for:
- Having written policies and procedures that meet the 42 CFR Part 93 requirements for addressing research misconduct (§§ 93.300(a); 93.301(b)(1); 93.304), and
- Following those policies when responding to allegations of research misconduct involving Public Health Service (PHS)–funded research (§ 93.301(b)(2)).
