OMB Circular A110: Getting money, what's required?

  1. OMB A110 is issued by the Federal Government’s Office of Management and Budget (OMB) through the Federal Register. The A-110 guidelines outline standards of consistency and uniformity for Federal agencies in the administration of grants and agreements with institutions of higher education, hospitals, and other non-profit organizations.
  2. A110 stipulates that any Federal Agency as described above is required to incorporate the provisions required by the Office of Management and Budget to the agency performing substantive work under that award.
  3. Subjects addressed in OMB A110 that apply to these entities are:
    1. Pre-Award: Issues relating to application procedures (terms associated with application for funding) and determination of type of agreement to be used (grant, cooperative agreement, etc).
    2. Post-Award: Financial and programmatic issues after the award has been received and set up. For example, guidelines for satisfying cost share obligations and requesting prior approvals.
    3. Property Standard: Disposition of property furnished by the Federal Government whose cost was charged to a project supported by a Federal award. This includes the classification of property and monitoring of property purchased by funds from the award.
    4. Procurement Standards: Standards for use by recipients in establishing procedures for the purchasing supplies and other expendable property, equipment, real property and other services with Federal funds.
    5. Reports and Records: Monitoring and reporting on the recipient's financial and program performance and the necessary standard reporting forms.
    6. Termination and Enforcement: Sets forth uniform suspension, termination, and enforcement procedures. This sections discusses when and how a project can be terminated and actions that will occur in the event of non-compliance.
    7. After-the-Award Requirements: Closeout and other procedures.
      This section covers the required procedures to closeout a project as well as the necessary actions for collecting on a completed project.
    8. Appendix A: Contract Provisions.
      This includes items such as the Assurance Statements that are required by Federal Agencies.
  4. A110 are the guidelines used by institutions of higher education, hospitals, and other non-profit organizations for setting up, monitoring and accounting for awards that are initiated from Federal Funds.
