The AWA covers warm-blooded species (excluding rats, mice, and birds). It requires registration of research institutions using these animals and the licensing of animal dealers, zoos, and exhibitors with the U. S. Department of Agriculture (USDA).
Enforcement of the AWA is accomplished through unannounced inspections by USDA staff.
