Public outrage over the Tuskegee Syphilis Study prompted Congress to pass the National Research Act in 1974. This initiated a set of federal regulations to protect human subjects in research.
These regulations have been revised and amended several times. They require institutions accepting federal funds for research involving human subjects to institutionalize mechanisms for protecting subjects from harm.
