Conflicting interests present risk of unethical behavior but not all lead to unethical action (Barnbaum and Byron, 2001).
In general, conflicting interests themselves are not
unethical. It is the course of action taken upon recognition of a conflict
of interest that determines whether the conflict raises ethical concerns
(Pritchard, 2002).
