After engaging in self-reflection, the reviewer decides the bias impacts objectivity and asks to recuse herself from reviewing the proposal. It is not enough simply to engage in self-reflection without following it up with action. In this case the researcher felt a need to disqualify herself because her personal involvement was likely to bias her review to some degree. Rockwell (2006) states that before agreeing to review a paper, the reviewer should consider her/his ability to judge the quality and significance of the work in a fair and objective manner. Kalichman (2006) suggest that a potential reviewer should consider declining to review proposals or submitted articles or reveal a reason(s) for lack of impartiality.
