Dr. Block has acted in an ethically ideal way in giving students an opportunity to learn how to critically read proposals.

Whatever Dr. Block's reasons for distributing the proposal, he has violated NSF's confidentiality requirement in doing so. Making copies of a proposal given to Block for peer review is ethically prohibited.
