CASE STUDY: NSF Proposal Review

Dr. Block's laboratory holds its weekly in-house research meeting on Friday mornings. On Wednesday of this week, students and post-docs find on their desks a photocopy of an NSF research project proposal submitted by Dr. Gray, the head of a competing lab. Block has peer reviewed this proposal and wants the research group to discuss the unpublished results that are described in the progress report.

Dr. Block realized, after the fact, that he was ethically prohibited from distributing the copies. He collects the copies and tells students to ignore what they have read.
