A researcher submits a proposal with the intent of investigating the causes of juvenile delinquency. He believes family structure is more important than individual characteristics, such as cognitive ability or emotional intelligence. In the submitted proposal, the researcher describes a questionnaire he designed that will be administered to several hundred youths who have committed a juvenile offense. He proposes to interview those youths admitting to an offense and describe the types of families from which they come.

The primary research question is stated in the proposal is:

Do juvenile delinquents come from broken families or families with minimum supervision of children?
