Hinkly is ethically required to send Li the correct ceramic-alloy in a timely fashion.

This choice is ethically required. He is bound by journal policy to do this, and even by the dictates of self-interest. It is not likely that Li will believe that Hinkly made an unintentional "error in sample identification." Someday, Hinkly may need data or material from Li's lab. Regardless, Hinkly's action will get around the research community and result in professional isolation for him or Li may make a deserved complaint of suspected research misconduct to the journal or funder in response to Hinkly's substitution.
